A condition, not a grade. The executive and the legislature are placed separately and never averaged, and nothing here says a position is good or bad.

The world

In world power order. Left to right, 0 to 10; a hollow dot is label-matched, a filled dot expert-coded. Where a polity has two scored chambers (the United States), the Senate is the diamond.

How this is measured

Executive and legislature never average into one number. Where both are known for a country, the thin bar between the two dots is only the distance between them, not a third reading.

Dot colour is computed from the value in thirds of the scale, never chosen per row: the leftmost and rightmost thirds take the diverging endpoints, the middle third the neutral tone.

The gap

Presidential and semi-presidential systems where the executive and legislature answer to different majorities.

How this is measured

`divided` is a fact this build could confirm for 15 of 202 rows; it is 5 rows here because that is how many both had a divided government AND a scored reading on both sides. A country missing from this board may still be divided; the data to say so was not available this pass.

How this is builtgenerated 2026-10-01

Precedence. CHES2024, then the Global Party Survey (2019 fieldwork), then a real Wikidata ideology-label bucket, then unclassified. V-Party could not be obtained this run, so it is not in the chain.

The scale. 0 is the far left, 10 the far right, on the CHES/GPS convention both those sources already use. It is a position, not a verdict.

The tiers. Expert-coded scores come from CHES2024 or the Global Party Survey. Label-matched scores come from a party's own real Wikidata ideology statement, bucketed against a 164-label table. Unclassified means neither source had anything to say, and is shown as unclassified, never averaged toward the centre.

Coverage. Executive: 131 of 202 scored (85 expert, 46 label, 8 correctly non-partisan). Legislature: 57 of 202 scored (27 expert, 30 label). Structure known for 153 of 202.

A governing-coalition mean is computed only where the data supports it (a hub's alliance field plus a named prime minister, or a single governing party), never guessed: 1 rows via a coalition bloc, 20 via a single governing party, 37 left null for lack of the data to compute it.

The honest gapsread this one
  • V-Dem's V-Party project, the strongest available source for legislature-wide ideology, could not be obtained this run. The chain used is CHES2024 → GPS → Wikidata label → unclassified, not the four-source chain the method was designed around.
  • A governing-coalition mean (as opposed to the whole legislature's mean) exists only where the site's own election hub names a governing party or alliance. Most hubs with a legislature block still have no coalition mean for that reason, not because one was computed and discarded.
  • Legislature coverage is a data-availability ceiling, not a scoring gap: 143 of the 145 unclassified rows have no seat table in the site's own election hubs at all, so there is nothing to join a party score onto. Closing it needs new seat-table data, not a better matcher.
  • This page does not yet measure how freely contested each polity's elections are. Read the positions above as ideology, not as a verdict on how democratic a government is.
