How the states are drawn
A zone counts as at work from 09:00 to 17:59 on its own clock, so weekends and holidays are ignored. Shares are the zone's combined Metro Power over the total, and the curve repeats the count for each UTC hour of today using that hour's offsets. The Zones board lists every zone.
