The 11th National People's Congress (NPC) met for a 5-year term, from 2008 to 2013. It held five annual two week plenary sessions during this period.

An indirect, Communist Party-controlled selection: delegates are chosen through tiers of party-managed elections with no opposition permitted, and the eight licensed minor parties all formally accept CCP leadership. Recorded here as the workings of a one-party state, not as a competitive election.
