Under the alternating system, elections were only held in five out of the nine provinces: Antwerp, Brabant, Luxembourg, Namur and West Flanders.

Universal male suffrage weighted by plural voting: wealthier and propertied men cast two or three votes each, which manufactured the Catholic majorities of this era.
